According to President Donald Trump’s lawyers, the administration can simply wait until after an immigration judge has conducted the proceeding that ordinarily would determine whether a particular noncitizen may be deported to a particular country, and then, if that noncitizen is allowed to be deported, announce that the immigrant will be deported to some previously unmentioned country — even if that immigrant reasonably fears they will be tortured in that nation.

DHS said that in addition to barring enrollment of future international students, "existing foreign students must transfer to lose their legal status." The revocation, which DHS said was the result of "pro-terrorist conduct," was first reported by The New York Times.
What does it mean that they “must transfer to lose”? Is she saying if they transfer they lose their status and that that transfer is being forced, or that they must transfer or lose it?
Can someone explain how this wouldn’t violate the first amendment? I don’t understand the reasoning behind it.
