cyberpunk as a genre is a sort of 80s retro-futurism, so in that context it doesn't seriously address this facet of society because it would alienate an audience from an 80s superstructural zeitgeist. The advanced surveillance state is usually hand-waved away as some kind of automated background war between bots/ai, it's a convenient background tension that can be brought to the fore or ignored in the background as necessary for the story being told.

Congrats, Fedora is a great choice to start with, it's well known as the "I just want things to work with minimal faffing" choice. You may want to have it installed on a separate drive rather than dual booting off the same drive if that's what you're doing, Windows likes to update and break grub.
