I always try to prepare in a way that does not require things like electricity and fuel considering that if you require either for long term survival you are putting yourself on a ticking clock. Things I have in a go bag are some basic tools, some basic supplies like food and water, and a local outdoor survival manual that I purchase when a new addition comes out.

Public services are allowed to operate in the red because the money to operate them, provided by tax revenue, is fixed by the budget and does not need to be paid back. We pay for the service through taxation and if the service requires more money to operate efficiently we should be either increasing taxes to cover the cost or trimming management positions.
Canada Post is a public service and allowed to operate in the red. It does not need, and should not be required to, make a profit.
