Blinding headlights, please; they are more overtly dangerous. Super loud is also harmful, but I haven't almost died because I was deafened by exhaust.

I have bright headlights that are factory stock, and my car is loud factory stock too. So I'm safe phew!
Bright, misaligned headlights. They are super dangerous. Loud cars wake me up at night but they don't make me lose sight of the lane lines. Bonus points for the people who put HID xenons/LEDs in the stock halogen housing, which causes the light to scatter everywhere.
Headlights first, but we gotta make sure people with non-stock loud ass exhausts on their motorcycles get on the list too.
