Saskatoon and Regina are both vying for federal housing funds— and both are amending bylaws to improve their chances.

So they rapidly change something to compete… where have I heard this one before… Also with the change was it some form of nuisance issue where it had been asked to change without funds dangling before hand? Are the change(s) only in best interest to better someone’s wallet in the long run that would otherwise be able to turn over a cheque to have helped in the first place?
