What are these two buttons in the photo upload dialog actually for? And, how do I drag 'n drop to upload an image? (media.kbin.social)

The first one's for images you have saved on your phone or computer (desktop/laptop), while the latter's for hosted online image links.

I know that's what they're probably supposed to do, but clicking on them does nothing. The only button that works in the modal is the HTML file upload element.
