Is this a surprise? They are allies as we are to Ukraine

For me it points to a couple of things.

1 Putin's supply chain is fairly weak if he has to depend on North Korea for missles

2 there's a good chance that he will repeat last winter's tactics of attacking Ukrainian utility infrastructure
