In a highly unusual move, the White House has requested for it to be able to conduct arms deals with Israel in complete secrecy, without oversight from Congress or the public — in a time when the U.S. is supporting a military that experts say has been committing war crimes in Gaza and beyond.

That means that the President can simply issue an executive order recognizing Palestine as a state and set up diplomatic relations. In normal diplomatic practice, this would happen through some sort of agreement with Palestine, but since there is no formal process in US law for how that has to happen, so it falls entirely under the power of the President (and not Congress). So, if Genocide Joe supported Palestinian statehood, he would simply recognize them as a state and exchange ambassadors.
