The only other Asian countries with the tech and the money to do HSR are Japan and maybe Occupied Korea. Neither of those are exactly flush with cash at the moment. I also doubt either of them would be able to do it at the same price as China is offering either.
They are both flush with cash, it's just concentrated in the hands of their ruling class.
