If they had any evidence at all that Genocide Joe had actually given a favor to these guys I think they'd be leading with that. So far it just sounds like his brother made an implication about the family name, which is basically the pattern in all of this stuff - Joe Biden is the only one in his family who actually has political clout, but all of his relatives are constantly making hamfisted attempts to claim access to it and tricking rubes into paying for it.
