That feeling when The Minority Report in real life is still about crime "prediction", but with the title taken more literally and any capital "R"s replaced with "D"s

That's because ICE agents are afraid to go into gang territory and try to capture any violent criminals. They'd rather kidnap peaceful workers, especially parents because they can manipulate their fear for the safety of their children. Bullies and cowards all of them.
