According to SteamDB, the last two patches lifted the region lock for all but seven countries:

Awesome! About damn time! Still crazy that they lifted the PSN requirement but kept the game region locked.

IIRC Vietnam banned Steam in an effort to promote local game devs? That's the official statement anyway
