Those are disposable booties you pull over your shoes. Normally they just cover the sole of the shoe, holding on via elastic. Since you should only be interacting with a site physically with the bottom of your shoes, if you wear booties you can discard them instead of your shoes if needed.
Being a nuclear accident site, they apparently opted to go with an "past the ankle and cinched with tape" version.
Interestingly, Carter was in the nuclear Navy, and likely knew as much about the plant operations as anyone else in the shot.
