The new apt sure is chatty. More so than screenshots like the one there led me to expect. Seems like a lot of the time all the useful info has scrolled right off the screen by the time it's done.
On the other hand it's pretty cool that it can identify the running processes than have newly-outdated libraries loaded.
Will it be updated on Bookworm?
I don't know but it seems unlikely. Maybe someone will do a backport. I think people wanting shiny new stuff would be better off waiting a couple of months for trixie.
I'd say it's not about new shiny things but more like useful improvement...
