"-washing" comes from "whitewashing" which is when a white actor is chosen to play a non-white character. In the generalized form it mostly just means to claim to be progressive and then not follow through. https://en.wikipedia.org/wiki/Whitewashing_in_film

"progressives" these days are more interested in pronouns than of important things like infrastructure.
