I remember at a church I was involved in, they had to make a larger stall for ADA reasons. (Original building was from 1960) so they just moved the dividers without changing any plumbing and had a urinal and a toilet in the same stall, in order to make enough room for maneuvering a wheelchair.

Nobody wants to touch the plumbing, especially if it's down in the concrete slab.

Imagine stalls around it. The doors would be where camera is and a divider right between the toilet paper things, look at that clearence there lmao. That whole set up would be an unconventional design to say the least. And would still be weird af this close.
