The security state will get trump to back down on it, this seems to be part of a massive show of force within the government in order to make its apparatus get with the program.

Good. All of these "regime-change organizations" have caused devastating and incredible harm all around the planet. Nowhere in the world has it caused any good. In south america, they tried installing capitalism to exploit laborers and get cheaper fucking bananas, in Vietnam it was about instigating fear in communist russia/china, in the near east ... don't get me started on the near east.

I didn't notice any particular emotive language used by the author, also why would that be a bad thing in the first place? The heart of journalism is persuasive prose

All the "emotion" is coming from the author quoting panicking USAID apparatchiks and right wing US allies

Greyzone is principally anti-American, which in our context is much more anti-imperialist than most other news outlets. It's a problematic publication but they're able to contribute to the wider net of anti-imperialist news reporting in the English language.
