Scrape the bulk of it and use a decent oven cleaner, allowing it to act for a few minutes and then it should only take a light scribing with some coarse steel wool.

Or just let it turn to charcoal through continuous oven use and then scrape it out

if you don't have those, cover it with a paste of baking soda and water and scrub it with a ball of crumpled aluminum foil
