You might need to unlock it, but I’m pretty sure the switch has everything that the of version has when they are on the same version.

That explains a lot. What about ginger island? That seems missing too
Check your Switch version, which should be 1.5.4.2. This is equivalent to PC version 1.5.4, which contains Ginger Island. Also, Statue of Uncertainty is part of the game since 1.3.something. Both should be available on the current Switch version.
As another comment said, be sure to meet the requirements for Ginger Island. But the statue should appear as soon you have the sewers unlocked and the first profession chosen (which usually happens earlier).
Did you open an old save game? Maybe there are some update shenannigans?

The statue in the sewer is not near Krobus. Maybe you’re looking in the wrong place.

I think, you can just update the game. I don’t think you would lose your save file, but Nintendo doesn’t offer a backup solution without paying their subscription. But I’m not sure how that works.
I have a modded switch and backup saves manually to be safe.
