Eh. This one isn't Malthusian. There's a case to be made that creating people is immoral and/or unethical. It's eco-fash if you're doing it because "Humanity is the virus!" and we need to save Gaia by not having babies so there's no more humans. It's Malthusian if you say "Oh well we're over carrying capacity so some people us-foreign-policy need to stop having babies. This is maybe third, secret thing where they've presumably decided that the moral case against making new people has merits and should be corrosively enforced. it might not be nihilistic, either, because it's premised on a moral value. Or, well, I guess it could still be nihilistic depending on how they conceptualize their morality, idk.
