Why are there no good seats to the Leagues Cup game at the Rose Bowl available? (www.ticketmaster.com)

The only seats for sale are in the upper bowl and only on one half of one side. I'm assuming the other side is reserved for Monterrey and that a lot of seats are reserved for season ticket holders. They probably can't open the entire bowl either, since there likely won't be nearly enough fans to justify paying security for it, but there is only one day to go and I'm not buying nosebleed seats.
