That's what people said when there was 135, 000 of them on 'manouvers' near Ukraine. Lavrov categorically stated that "We have no intention of invading Ukraine,' as late as 2 days before they invaded. 200km? They could do that in 2 hours or less, easily. Moldova is tiny and defenceless. They would simply fold.
IF Putin can get troops there. Through Ukraine, where the current velocity of the Russian army is roughly 1 km/month (because of massive ammunition shortage on Ukraine's side, otherwise it would be negative). That's going to be a decade or two, then.
He could send them on "vacation" there, guess the weapons will be the complicated part.
