What's the "RFP" frequently mentioned in the document? I can't find any setting about it and am confused by Internet search results about it.

as far as I remember, it stands for "resist fingerprinting"

not sure how it works or how to use it tho

The article says that LocalCDN is useless for privacy, but doesn't it decrease network usage?

indeed it does, but most people wouldn't really care in 2023.
