American here: in this case "table" means "submit for a vote"?

It's earlier in the process than a vote, but yes basically. The beginning of the process of bringing a bill to a vote.

That the "Indigenous Services Minister" hasn't got the courage OR the integrity to work with Indigenous Peoples, is .. narcissism/machiavellianism/sociopathy, and borderline, after all these years of abuse, sadistic.

Shame on Canada's "government".
