I need it to be pretty small, and quiet since the tank is in my small apartment.

Tetra Whisper PF10 is the smallest HOB I know of , I have one on my temp tank, uses those stupid inserts where I prefer to load my own media but if it has to be a HOB that's what I'd go with. If it wasn't a temp tank, I'd go with a UG.
