Five people have been killed and two children wounded after a man wearing a bullet-proof vest opened fire in the US city of Philadelphia. The suspected attacker, a 40-year-old man who is now in custody, was carrying an AR-15-style rifle, a handgun, a police scanner and ammunition. He has no known connection to the victims and, with no clear motive, the shooting appeared to be random.

It would be terrorism if this was done for some ideological motive. So far it seems like the shooter had no motive and just randomly decided to kill some people today.

No motive yet anyway. It hasn't been long enough to say that for sure yet.

Edited my reply to reflect that. My point is that "random" and "no motive" are compatible, "terrorism" and "no motive" are not. And random does not mean terrorism.
