It has never been anything other than a paper-thin justification for a white supremacist settler-colonialist state to perpetrate mass-murder on an "other" that has been marked for genocide.
Go read the testimonies of Yugolsav and Soviet partisans from WW2 - they will inform you what the use of actual human shields looks like, because the Zionist's ideological cousins, the Nazis, loved using that trick.

I think it was about a non-combatant (or a group of non-combatants) who either volunteers or is forced to shield a legitimate military target in order to deter the enemy from attacking it.
I don't think anyone is painting all of their resistance as using human shields. But using human shields is one of their tactic, yes.
