He does look like Kim Dotcom, who is indeed German-Finnish but I'm not certain it's him.

Also, for what it's worth: from the pictures I've found, it looks like Dotcom has darker facial hair, but it might depend on the lighting.

but he "only" lives there right, he was born in germany and does not have any other citizenship as far as I know
