Since this chapter confirms that lower population = lower taxes (celestial tribute)...

Maybe Gray Terminal was destroyed because that would make their celestial tribute cheaper?
Maybe Crocodile wanted to reduce Alabastas population so he had to pay less?

Also the country Mihawk inhabits is completely empty, was there another human hunting game of the World Government.

Also the 6 chests at the island Gaimon was at may hint there was also a human hunt there. Also because it has 0 civilian population...

Oda really wants to build up the WG as the big bad for the final saga, while reminding us uf the Ohara incident...
probably the representation of the World Government will get worse
