I should no longer be amazed by anything, yet here we are. Either the delete feature was sloppily implemented, or someone implemented the most aggressive, proactive undelete feature in history.

Correct me if I'm wrong, but I think the user has to be in CA for this to be a CCPA violation according to #2 here: https://oag.ca.gov/privacy/ccpa#ccpafaq

I didn't hear if the user in question is in CA, but I'd love to see his exercise repeated by a CA resident and reported, because I'm sure they'll get the same result
