the "plan" is pretty straightforward- these things are designed in a way where when the chased car passes, the person controlling it pulls a cord and removes it from the way of pursuing vehicles. there are also new electro-mechanical models.
so in this case it could have been some mechanical failure , or maybe when the vehicle passed, the forces pulled the cord out of operator's hand or something
