Lord can be, depends. Generally in Salic Law a Lady who rules in her own right is sometimes (not always) a lord. Some Women were Grand Dukes, not Grand Duchesses Regnant. As is one who owns an Office of the Palace rather than a standard title of nobility. Liz Truss, for example, was Lord Chancellor, not Lady Chancellor.
