Is parapheum.com an example of botted user lemmy instance? (self.asklemmy)

So on https://lemmy.fediverse.observer/list you can see parapheum.com has currently 6112 users if you go to parapheum.com it has only 1 community, is this an example of botting? Or am I missing something since I am a one day old lemmy user.

And its gone, I get a 404 when trying the load the website, good riddance. 404: FetchError: invalid json response body at http://lemmy:8536/api/v3/site? reason: Unexpected token 'T', "Timeout oc"... is not valid JSON
