I couldn't find it when this meme came out, and I couldn't find it just now. More accurately, I couldn't find a single depiction of the described Waluigi-Luigi interaction. There was lots of general Waluigi-Luigi shipping and lots of anal prolapse results, but nothing combining the two. Considering it was supposedly seen 8 million times, I thought that someone would have downloaded it and re-uploaded it by now. At the bare minimum, shouldn't there be a copy posted by the original artist?
The tweeted image probably never existed, and currently no similar image, even by a different artist, seems to exist either. Any aspiring artists are invited to have a crack at it and reply in a way that doesn't violate the instance's rules.
Also I apologize to anyone reading through my comment history LMAO.
