He did attend public schools, so I don’t know what the implication is there

The implication depends strongly on where it was.

Some states choose to specifically not consider immigration status on the grounds that every child deserves and education, regardless of what paperwork their parents filled out or didn’t
Some states “save money” by just not doing legwork
all too many states are looking for reasons to screw people over
