He did attend public schools, so I don’t know what the implication is there

The implication depends strongly on where it was.

  • Some states choose to specifically not consider immigration status on the grounds that every child deserves and education, regardless of what paperwork their parents filled out or didn’t
  • Some states “save money” by just not doing legwork
  • all too many states are looking for reasons to screw people over
