Yeah if you put the subtitles on, you get pretty much this.

Is it bad that I didn't need subtitles or anything and just instinctively knew exactly what he was complaining about. I was entirely confused as to how this related to Mike Judge at all.

For whatever reason, Mike Judge had an opportunity to hear this message (despite the fact that it seems directed at the station's program organizing) and upon hearing it was inspired with the idea for boomhauer's unintelligible speech
