Is there a way to make those big steel bins unusable, quickly, without big power tools? Given their nature I can't imagine that just throwing corrosives in will do any permanent damage. But if there's a way to make a bin permanently unusable without getting caught, with just what one can casually carry, then maybe some property destruction will incentivize the bin owner to stop pulling that crap.
