Do you think it is okay to pet dogs who are just chilling while tied up outside shop entrances?

We have a lot of dogs in our area and sometimes I see other people do this, but I haven't been able to work out the accepted etiquette on this point.

Personally I'd ask the owner. Sometimes it turns out it's a guide/assistance dog in training or not friendly.
