I live in Niagara Falls, they did think it was a terror attack by how the car exploded. It was an elderly couple in the car, believed to be from a medical emergency, they smashed into the guard rail caught fire, then the car flew up over the 8 foot fence of the Rainbow Bridge and exploded. They thought with how the car exploded that it could have been from a bomb, they took action to investigate, it was NOT a Terror attack but they were taking all precautions.
