Oh hey! An easy one! The country itself and all the neighbours are very distinctive shapes. It does treat an external territory as a neighbour, though.

Massive facepalm moment for me. I have played this game maybe 20 times, I only just noticed that the silhouette at the top is that of the country in question... I thought it was just some random shape
