IOC President Thomas Bach said the committee's two Russian members, Yelena Isinbayeva and Shamil Tarpischev, will not be penalized because they have no ties to Russia's military and do not support the war against Ukraine.

Was this not about the Russian team declaring people in Ukraine's territory part of Russia?

That's more than about the specific people involved?
