At that point isn't the vehicle a deadly weapon?

If you're the cop, you're probably also thinking if you kill the person there is no-one driving the car anymore, and that might be more dangerous

This is wild. It's insane though that the cop put himself in front of the car and then got on to the car. He could have died. It's not worth your life.
