That's Grant Anthony O'Brien. Look him up, watch True Facts about Grant Anthony O'Brien it's great.
Anyway no idea if this is him or a character.
This is his punishment for Total Forgiveness, where he had to go up and do a stand up routine. I think the full footage of it is listed as a separate thing from the episode it happened in, though.
specifically he had to absolutely bomb a stand up routine. I forget if Ally wrote it for him or if they just made him write bad jokes but it was NOT as good as Grant's usual writing
It was a bunch of jokes from the other writers that they intentionally made kind of bad
Ironically this joke is good but not a “laught-funny” joke so it’s not great for standup, especially when you’re already bombing a set
