Russian lawmakers voted 320-80 in support of the increased military budget in the first reading of a spending bill.

An already poor country sinking even further, what a shame. They could spend this on education, healthcare, or decent infrastructure but instead they choose a barbaric land grab and death.

Their leadership does. The average Russian doesn't know what it's like to be free like they are in developed, democratic countries. They've always been oppressed by the Kremlin, so it's normalized.
