Settlers are not civilians. They are non combat support of the occupation.
They killed not only settlers, but a lot of other people, too.
If 100 europeans attend a rave in a genocidal apartheid state with 900 illegal colonizers of the genocidal apartheid state you have 1000 people actively upholding a genocidal apartheid state.
