I heard about this back when the game was new, but I never knew exactly how to trigger it (this was before I was online) and I kind of assumed it was a urban legend.
You need a certain number of arcologies and reach a certain year on the calendar. There was a scenario that was already set up to get this to happen you could load up, though.

I was so upset the first time I triggered it. All those weeks building the one map for it to do that. I didn't realize what it meant haha
