Is this just a really carbrained way of saying pavement or something else?

Pavement to me means any paved surface, so roads, parking lots, etc. Might be a difference in dialect

Never seen a paved road, it's all tarmac where I am.

Edit: googled it and there's also a small number of roads that are made of concrete instead.
