I like the cost of living idea, although it's still probably too low overall. And I wish they would kill this once and for all by tying it to inflation.
Rtfa, it's tied to CPI, e.g. inflation. Like almost all of these bills, there are a series of set increases to bring it up to a "standard", no comment, then tied to CPI from there, 2029 in PA's case.
