apart from Iceland?

it's of course a far greater achievement for China, Iceland uses 70% of its electricity to make aluminum for tax-dodging multinationals

Listen, Iceland is cheating by sitting on top of two tectonic plates that are drifting apart, and is effectively the world's largest hot plate.

A recent article by Nassos Stylianou, Jana Tauschinski, and Edward White published by the Financial Times says, “China is the world’s first major electrostate.”

The headline doesn't say "major" (emphasis mine) but the Financial Times article they're sighting does, so there's that.
