Yeah it sounds like she isn't a citizen. That sucks but does anyone in the US expect to be able to live in another country for decades without a visa or citizenship? I'm not for draconian immigration policies and randomly deporting people but if you aren't a citizen and you aren't allowed to stay then this is what happens. You know like everywhere else in the world.
God I just wish all of you scumbags would disappear.
They seem to love extradition, so maybe that's the answer for how to handle them.
